Why didn't the U.S take Baja California?

Q: I read the history of the United States and some I read the reason why we took some regions, after the Mexican-American War, was due to its small population.Well I read about Baja California and welfare of the population is very low, even today.

A: We took from Mexico needed for the railway to extend to the western United States. Baja was unrelated to that objective and, therefore, it was never part of the plan.
