I am considering building a small axial flux alternator, i will need to have some parts custom made, example i need two 8" steel disks with a center hole for the bearing and 4 holes for mounting, and a hub disk to attach the blades at 120 degrees

This question is particularly about axial flux alternators with two magnet rotors across from each other with the stator in the middle.
If there is no iron or any other magnetic material in the stator, will that result in zero cogging?
I am not sure of this answer, but it seems to me there is no cogging when there is no load (so no field reacting against rotation). Under load there would be cogging, but it probably matters little at higher speeds because the inertia takes over. I see
